Nepal
Nepal's VAT law requires a tax invoice for every taxable supply; the Inland Revenue Department approves electronic billing software, requires larger taxpayers to bill electronically and links them to its Central Billing Monitoring System (CBMS), and no Peppol role was found.

Central Billing Monitoring System (CBMS, केन्द्रीय बीजक अनुगमन प्रणाली)
The Inland Revenue Department's (IRD) central system for continuously monitoring invoices issued electronically. Under section 14A of the VAT Act, the IRD can order specified taxpayers to issue electronic invoices and link their billing system to CBMS. Billing software must be able to send invoice data to the CBMS central server by web service or web API, and taxpayers the department specifies must send it when each invoice is issued. It is a tax-monitoring system, not a channel for delivering invoices to buyers.

Enlisted electronic billing software (computer billing)
Businesses that bill electronically may use only devices and software enlisted with the IRD under the Electronic Invoice Procedure, 2074 (विद्युतीय बीजक सम्बन्धी कार्यविधि). The IRD publishes the list of enlisted software with each product's version, front end, back end and enlistment number.

Peppol
Nepal has no national Peppol Authority, so OpenPeppol acts as the authority. No Peppol role in Nepal's invoicing rules was found in the sources reviewed.

Nepal regulates how invoices are produced rather than how they are delivered. A business that bills electronically must use software enlisted with the Inland Revenue Department, hold a permit from its tax office, and, if it falls within a group the department has specified, link that software to CBMS so invoice data reaches the department when each invoice is issued. Check the Electronic Invoice Procedure, 2074 and the list of enlisted software before choosing a billing system for Nepal.
IRD documents are dated in the Bikram Sambat calendar, and most are only in Nepali. Dates in this guide are in Bikram Sambat where no official Gregorian equivalent was found. The English VAT Act translation runs only to the Financial Act, 2021, so check later amendments in the Nepali consolidated text. A Peppol invoice can be exchanged by agreement, but it doesn't replace the Nepali tax invoice or the CBMS link.

Prescribed formatUnder VAT Rules rule 17, the tax invoice follows the format in Schedules 5 and 5A, is clearly marked "tax invoice" (कर बीजक) on its face, and states the kind, size, model and brand of goods, with at least the first four digits of the harmonised code for imported goods. Three copies are made, one for the buyer, one kept for the tax office on request and one for the seller's own records. Retailers may be allowed to issue an abbreviated tax invoice (rule 18), but not for a transaction above NPR 10,000, and a buyer can't claim input tax on one. Records must be kept for six years (rule 23).

Prior IRD approval requiredA taxpayer may issue electronic invoices only with the department's prior approval (VAT Act section 14A). Under the Electronic Invoice Procedure, 2074 (in force from 2074/09/16 in the Bikram Sambat calendar, amended four times), software and devices must first be enlisted by the producer or authorised distributor, and the user then applies to its tax office for a permit. Software must use an SQL database, prevent deletion of entered data, keep an audit log, number invoices sequentially per fiscal year, print each original only once and mark reprints "Copy of Original". Cloud billing servers must be in Nepal and accessible to the IRD; multinationals using servers abroad must keep a real-time audit log server in Nepal.
