United States
Federal agencies receive supplier invoices through their own electronic invoicing systems, such as Treasury’s IPP and DoD’s WAWF, while private-sector e-invoicing is voluntary and runs on networks such as the DBNAlliance exchange framework.

Invoicing and electronic documents
Invoice Processing Platform (IPP)
Treasury’s Bureau of the Fiscal Service runs this web-based service for enrolled federal agencies, from purchase order to payment notification. Vendors submit invoices, check status and receive payment details at no cost.

DBNAlliance exchange framework
The private-sector, four-corner e-invoice exchange network that came out of the Business Payments Coalition’s E-invoice Exchange Market Pilot, supported by the Federal Reserve. The Digital Business Networks Alliance governs it, and service providers must join before connecting.

DBNAlliance open exchange network
Suppliers and buyers connect through Access Points, which must be full DBNAlliance members. The network has its own SML and SMP registration services, separate from Peppol’s.

The technical documents for the exchange framework, including the Core Invoice profile, credit note, remittance advice, message response, envelope, AS4, SML and SMP profiles, and identifier policies.

Federal invoicing follows the contract, not a single national channel. Check the payment clause first. DoD contracts point to WAWF, and many civilian agencies use Treasury’s IPP. Both describe their own submission methods; neither describes Peppol delivery.
For business invoices, the domestic interoperable network is the DBNAlliance exchange framework. Like Peppol it uses a four-corner model, but it has its own membership, Access Points, SML, SMP and specifications. Confirm each trading partner’s route before you send.

Set by each agency’s contract clauseCivilian agencies impose their own invoicing clauses. For example, EPA’s EPAAR 1552.232-70 requires contractors to submit invoices through IPP unless the contracting officer grants a waiver or electronic submission would be unduly burdensome. Check the clause in each contract.
