Procurement for research and government operations differs from a resident consumer market. The islands have no permanent residents, and most are wildlife refuges that need a permit to visit. People stationed there include refuge staff, volunteers and contractors on Midway. Anyone supplying a federal agency there should follow the invoicing clause in the contract. The islands have no Peppol Authority.

Timeline

  1. U.S. federal procurement policy deadline

National policy context for federal buyers, not an island-specific mandate. OMB M-15-19 directed agencies to move appropriate procurements to electronic invoicing by the end of fiscal year 2018. A supplier’s actual duties depend on its contract.
