Invoicing and electronic documents
Norwegian e-invoicing in public procurement
On the mainland, contracting authorities must require e-invoices in an approved format in their contracts and be able to receive them through the Peppol network. The regulation covers procurements under the Public Procurement Act. Whether it reaches Svalbard depends on that Act being extended there.

Svalbard and Jan Mayen are Norwegian, but Norwegian rules don't apply there automatically. The Svalbard Act applies other statutes only where specifically laid down, and the VAT Act excludes both territories from the VAT area. For invoices to a buyer on Svalbard, check which rules the buyer and contract name rather than assuming mainland VAT or procurement rules.
Norway's Peppol arrangements are well established on the mainland, where public buyers must be able to receive Peppol invoices. The main procurement regulation does not mention Svalbard, and the sources reviewed set no Svalbard-specific duty. Ask a buyer on Svalbard which channel it uses.
