Niue legislates its own taxes. An NCT-registered business must give NCT-registered customers an NCT invoice with the particulars in section 27 of the NCT Act. The Act prescribes contents, not a format, and the sources reviewed set no e-invoicing requirement.
New Zealand's Peppol and eInvoicing framework applies to New Zealand agencies and to supplies within New Zealand, so don't assume it covers Niue. Check the current NCT rate and filing arrangements with the Niue Tax Office, since the consolidated Act dates from 2019.
