IS ESF (information system of electronic invoices)
The national system in which e-invoices are issued and registered. An e-invoice registered in the IS ESF is the basis for VAT offset. It is a national system with no Peppol connection.
E-invoice form approved by Order No. 629 of the Minister of Finance · Official source: State Revenue Committee · Order No. 629 on invoice rules and form (Russian)
Kazakhstan has no Peppol Authority. Domestic e-invoices are issued and registered in the IS ESF, and a Peppol message does not replace them. Registration includes identity and electronic-signature requirements, with specified biometric exceptions; plan onboarding for each legal entity.
This guide does not cover the IS ESF virtual warehouse module or accompanying goods documents in detail. Check the current government FAQ and applicable amendments before implementation.
