Eritrea
Eritrea’s tax administration (the Inland Revenue Department) publishes little online; no electronic invoicing, e-reporting or fiscal-device system was found, and the only tax text reviewed is the 2017 stamp duty proclamation, which charges duty on receipts and other instruments.

This guide is thin. Eritrea’s tax laws are not generally available online, and no official guidance on invoicing or sales tax could be found. Nothing reviewed suggests an electronic invoicing system, but the sources cannot confirm that either way. Ask the Inland Revenue Department, or a local adviser, before invoicing Eritrean customers.
Receipts issued in Eritrea are subject to stamp duty under Proclamation No. 180/2017. No use of Peppol in Eritrea was found.

No e-invoicing obligation found in the sources reviewedNo website of the Ministry of Finance or its Inland Revenue Department could be reached, and the Ministry of Information’s site, which publishes proclamations, yielded no sales tax or invoicing law. Nothing reviewed describes electronic invoicing, e-reporting or fiscal devices. The rules on sales tax and invoice content are therefore not described here.
