Invoicing and electronic documents
FEC (facture électronique certifiée)
A certified electronic invoice carrying the mandatory mentions and security elements of article 564 of the Code général des impôts, issued for every sale of goods or services by covered businesses. It is a national certification regime, not connected to Peppol.

SECeF (systèmes électroniques certifiés de facturation)
Certified invoicing systems approved by the Direction générale des impôts (DGI). Businesses without invoicing software use a billing unit (UF); businesses with their own homologated company invoicing system (SFE) connect it to an invoice control module (MCF). Devices are bought from distributors approved by the Chamber of Commerce and Industry and transmit data to the DGI over the mobile network.

The FEC is a device-based certification regime. A business either buys a billing unit, or has its own invoicing software homologated by the DGI and connects it to an invoice control module; both come through distributors approved by the Chamber of Commerce and Industry. Software vendors need DGI homologation before their system can be used. See the DGI's FEC documents.
Suppliers to the public sector need to issue FECs, because public buyers may accept only certified invoices from local suppliers. Burkina Faso has no Peppol Authority of its own, and the sources reviewed do not connect the FEC to Peppol.
